The United States yesterday offered a measure at the Habitat II conference calling for access to “reproductive and sexual health care services,” prompting immediate criticism that America was trying to rewrite the meeting agenda.
A member of the U.S. delegation quickly denied the charges, however, and said the new language proposed for the Habitat II “plan of action” merely reaffirmed agreements made at previous U.N. conferences.
References to reproductive health care services have been controversial subjects at previous U.N. meetings, where a number of developing countries, the Vatican and conservative nongovernmental organizations insisted on preserving the sovereign right of nations to uphold their own legal, cultural and religious customs.
But the new language drops the national sovereignty provision and expands reproductive health care services to include “sexual health care services” as well.
The Group of 77, which represents many of those developing countries, offered an alternative to the U.S. proposal yesterday that does not include the controversial “sexual health” wording.
Western European nations and a number of developing countries will likely support the U.S. proposal. Some of them, in fact, have argued that the document should include stronger language in favor of such reproductive rights.

A BLUEPRINT on how to tackle Britain’s growing sexual health crisis was released by the Government today.
The Department of Health has been criticised for failing to take the rise in sexually transmitted infections and HIV seriously enough.
Rates of chlamydia, which can lead to fertility problems, have soared in the past decade and experts have warned that failure to combat the rise will lead to a surge in the numbers seeking medical help to conceive.
Ahead of a major Commons report on sexual health which is expected to criticise the Government’s handling of the crisis, public health minister Melanie Johnson today published a list of standards aimed at improving access to sexual health services.
The Health Select Committee report, due this weekend, will highlight how clinics across the country have been overwhelmed with the numbers seeking treatment.
Today Ms Johnson released guidance to healthcare professionals working in sexual health on the level of service the Government expects them to provide.
